Hugh Alexander

Hugh is a Tax Managing Director in the San Diego Federal Tax practice of KPMG LLP. He received his bachelor of science degree from The University of Texas at Austin and his Juris Doctor degree from St. Mary’s University School of Law. He is a member of the State Bar of Texas as well as the State Bar of Arizona.

Hugh has over 16 years of experience providing tax services to various publicly and privately held companies, including tax compliance, tax consulting and ASC 740/FAS 109 services involving corporate entities operating in multiple state and foreign jurisdictions, with a focus on companies employing IP shifts and cost sharing arrangements.

The primary industries which Hugh serves include the semi-conductor market, software/electronics, and healthcare.

Edgar Auslander

Edgar Auslander is Vice President of Corporate Development and Strategy at Qualcomm, focusing on identifying and pursuing acquisition of companies or licensing of relevant technologies or products. Most recently, he was Vice President, Product Management, responsible for Qualcomm's chipsets product roadmap planning.

Auslander has more than 20 years of experience in venture capital and general management at startups and Fortune 100 companies. Prior to joining Qualcomm, he served as senior vice president of strategic planning at ST-Ericsson. Prior, he was a director at Intel, responsible for strategic alliances and engineering of mobile internet platforms as well as vice president at VantagePoint Venture Partners. He was one of the founders of Texas Instruments' Wireless Business Unit and served as its general manager of worldwide strategy and corporate development. He also served as senior vice president of marketing at IXI Mobile Inc., a Silicon Valley start-up.

A senior member of IEEE, Auslander is co-author of The Applications of Programmable DSPs in Mobile Communications, published by Wiley. He has taught at the EDHEC Business School in France, published numerous articles and spoken at industry conferences worldwide.

Auslander holds a master’s in Business Administration from Columbia University and a master’s in Electrical Engineering from Cornell University.


Zafrira Avnur Ph.D.

Zafrira Avnur holds a Ph.D. from Weizmann Institute in cell biology and a post doctorate in cancer biology from Stanford University. She was based in Palo Alto, California, from 1987 until 2006, in various positions in the Research and Development area at Roche. She has held position as a distinguished scientist in Roche Bioscience; a disease area head for osteoporosis and head of the department of musculoskeletal research. From 2006 she has been based in Basel, Switzerland. She held positions of director of scientific evaluation and director of biomarker alliances. She has published more than 30 peer-reviewed manuscripts and holds a number of patents.


James P. Avrey

James P. Avery is the Senior Vice President, Power Supply for San Diego Gas & Electric (SDG&E), a regulated subsidiary of Sempra Energy, a San Diego-based Fortune 500 energy services holding company whose subsidiaries provide electricity, natural gas and value-added products and services.

SDG&E is a regulated public utility that provides service to 3.4 million consumers through 1.4 million electric meters and 840,000 gas meters in San Diego and southern Orange counties.

As senior vice president of power supply, Avery oversees the company’s generation, system planning, project development and electric procurement business unit operations. In addition, Avery is responsible for the company’s Smart Grid technologies, policies and initiatives.

Prior to joining SDG&E, Avery was a consultant with R.J. Rudden Associates, one of the nation’s leading management and economic consulting firms specializing in energy and utility matters. Avery has extensive experience in utility operations and management. He was the chief executive officer of the electric and gas operations at Citizens Utilities Company, a multi-service organization that provided electric, gas, telecom, water and wastewater services in 21 states across the nation. He is the Chairman of the California Transmission Planning Group, a Director of the California Power Exchange and has served as a Director of Vermont Electric Power Company, RJ Rudden Associates and he held positions at American Electric Power.

Avery is an expert in energy markets, electric production, transmission and distribution operations.

He also is a senior member of the Association of Energy Engineers, the National Society of Professional Engineers, the Institute of Electrical and Electronics Engineers and American Mensa.

Avery is a graduate of the Executive Management Program at Dartmouth College and he holds a Bachelor of Engineering degree from Manhattan College.


Doug Busch

Doug Busch was the senior vice president and chief operating officer of Intel-GE Care Innovations, a new company from General Electric and Intel dedicated to creating technology-based solutions for health care, senior living and education. Busch's responsibilities included product development, product and service roadmaps, manufacturing, operations, supply-chain management and customer support, as well as internal operations. Busch has more than 30 years of experience leading technical, operational and customer support functions, including as Intel's chief information officer. Busch joined Intel in 1987 and held a variety of leadership positions in manufacturing, logistics, strategic planning, biomedical research and health IT advocacy. He was appointed an Intel vice president in 1999 and elected corporate vice president in 2000. Before joining Intel, he led research and product development programs at Battelle Memorial Institute. Busch received his bachelor's degree in mechanical engineering from Ohio State University.


Jeff Carpenter

Jeff’ Carpenter runs the Bird Dog Innovation Strategies group for Development Capital Networks, where he manages the technology scouting, licensing, and due diligence services provided by DCN.

His 17+ years of technology commercialization experience includes director of product development for a clean tech start-up in the mid 90’s; nearly 10 years in the University of Minnesota technology transfer office; senior tech scout for a medical device company; and commercialization planning , due diligence, and strategic partnering support for entrepreneurs, investors, and technology acquirers. Jeff’s expertise includes market and competitive landscape analysis, strategic patenting, partner identification and vetting, patent valuation, and license negotiation.

Jeff holds a PhD in Cell and Developmental Biology from the University of Minnesota; and Bachelors and Masters degrees in Forestry, from the University of Montana. After receiving his doctorate, Jeff worked for 15 months as a Congressional Science Fellow in the U.S. Senate.


Brad Chisum

Brad Chisum is the co-founder and CEO of Lumedyne Technologies, a MEMS based sensor company whose core technology originated at the US Navy. He began his career at STMicroelectronics, he successfully led teams to improve inventory management and production efficiency and was recognized as the site’s most effective team leader. In 2002, Mr. Chisum joined SPAWAR, a U.S. Navy research laboratory, where he headed up their Advanced Photolithography Research program where he helped improve the facilities to world-class standards. Mr. Chisum left the Navy to found Lumedyne Technologies. Since then, Mr. Chisum has been recognized by the Federal Laboratory Consortium for Technology Transfer for "Outstanding Commercialization Success" of government licensed technology and has been named a 2010 regional Finalist for Ernst & Young's Entrepreneur of the Year Award. He has authored three patents (pending) and his educational background includes three degrees: an MBA from San Diego State University, a B.S. in Electrical Engineering, and a B.S. in Mathematics from Southern Methodist University.

Christopher Fountas is a Managing Director of AVP. Chris has spent over 20 years experience founding, building, advising and funding early-stage technology companies, many at the intersection of the commercial and government markets. Chris was a partner at Baker and Hostetler, one of the nation's top 100 law firms with more than 600 attorneys. Chris also co-founded several successful start-up companies, and continues to serve as a board member and advisor to many of these companies, including Alpine Fresh, one of the countries most innovative produce suppliers with over 4,000 employees, operations in six countries and sales across five continents. Jay Kunin is a strategic technology consultant with over 30 years experience as an entrepreneur, business executive, strategic consultant, investor and corporate director.  He co-founded Professional Health Technologies (USA), LLC to assist early-stage companies with US market entry, as well as fundraising and operations in the US.  

Mr. Kunin is a member of the Board of Directors of Tech Coast Angels, the largest angel investing organization in the US, and has served as head of its BioMed Track since 2006.  He is an investor in more than 15 early stage companies, and has served on Boards of private companies in software, genomics, internet, and regenerative medicine.  He is currently a Director of PharmaSecure (India/mobile health), Lifetime Health Diary (NZ & US/health IT), and Sironis, Inc. (US/medical device software). 
 
He has been a founder, executive or director of numerous software and systems companies. Mr. Kunin’s operating experience includes most recently serving as President of BenSoft, Inc., a software-as-a-service firm in the Consumer-Directed Healthcare market, which was acquired by a public company in 2008. He was co-founder and President of RxSys International, Inc., a developer of electronic products for clinical trials and consumer applica­tions, which he led through an IPO in 1987. He was Director of I.T. for Scios, Inc. a public biopharmaceutical company (now owned by J&J), where he was responsible for all R&D, clinical and commercial systems.  He later served as CIO for Symbion Research International, Inc., a Clinical Research Organization, and was Director of Information Tech­nology and Process Design for Teknekron Pharmaceutical Systems, a clinical and regulatory systems integration firm.  He has also held executive management positions in several financial software companies, including partner and VP International for Securities Industry Software Corp. (acquired by Citicorp).

Mr. Kunin’s recent consulting practice includes strategy, architecture, project management and compliance auditing for software technologies in pharmaceutical/biotech & healthcare systems, medical devices, diagnostics, discovery research, clinical research, regulatory submissions and safety applications, quality assurance system, sales & marketing systems, electronic medical records, practice management, and consumer-directed health care.  He has also taught courses on  FDA regulation of software and electronic records/electronic signatures, both for corporate clients and in the UCSD Regulatory Affairs program.  Early in his career, he was practice manager with Hammer & Company, Inc., the Technology Strategy consulting firm that pioneered Business Process Re­-engineering, where his clients included health-care, financial services and manufacturing firms in the US, Europe and Latin America.

He was a founding director of the Life Sciences I.T. Global Institute, which merged with HIMSS  (Heathcare Information & Management Systems Society) in 2010.  He currently serves on the HIMSS task forces on Good Informatics Practices.

Jay has consulted with the ICEHouse (Auckland) and Incubators New Zealand (Ministry of Economic Development), helping introduce angel investing to New Zealand.   He has spoken at several universities and Crown Research Institutes around the country on technology transfer and early-stage capital formation.

Mr. Kunin has also served as a Visiting Fellow with the Australian Institute for Com­mericalisation, and spoken at the AusMedTech conference.  He has also lectured at Australia National University and the University of Queensland.

He is an Affiliated Scientist with the Division of BioMedical Informatics at University of California, San Diego.  He is also a Lecturer in the Department of Management at San Diego State University College of Business Administration, where he teaches the MBA course "Strategic Management of Technology & Innovation."
 
He holds B.S. (physical sciences) and Ph.D. (computer science) degrees from MIT, where his thesis work resulted in the initial development of "business process re-engineering."  He was a graduate research assistant at the Massachusetts General Hospital’s Laboratory of Computer Science, where he worked on COSTAR, the first electronic medical record system, and consulted for the radiology departments at Brigham & Womens' Hospital (Boston, MA, US) and Queen's University Hospital (Kingston, ON, Canada).  He has also completed the UCLA Anderson School/UCSD Rady School Corporate Directors Training Program.

Teri Melese Ph.D.

Spent 11 years at UC San Francisco as a Professor in the Department of Medicine and was the Director of Business Strategy and Development for the School of Medicine. Crafted and implemented research collaborations between faculty in the major campus Institutes and Centers and Industry. Also served on the Executive Leadership Team of the Helen Diller Family Comprehensive Cancer Center.

Before joining UCSF in 2001, ran an independent research laboratory in yeast genetics and molecular biology at Columbia University for 10 years and was awarded the National Science Foundation Young Presidential Investigator Award. In 1997 left Columbia University to be founding member of a venture-backed startup company, Iconix Biosciences (acquired by Entelos), in Silicon Valley. Hold 4 patents for biomedical technologies and small molecule inhibitors. A.B. from the University of California, Berkeley, Ph.D. in Cell Biology from UCSF (Regents Fellow), and received an American Cancer Senior Postdoctoral Fellowship while at the UC Los Angeles.

Alfredo Ramirez

Alfredo Ramirez is director and chief architect, High Altitude Long Endurance (HALE) Systems IPT, for Northrop Grumman Aerospace Systems, a premier provider of manned and unmanned aircraft, space systems, missile systems and advanced technologies critical to our nation’s security.

He previously held the position of chief engineer for the RQ-4 Global Hawk unmanned aircraft system (UAS) program, after having held various other leadership assignments on the program since its inception in 1994. These other positions include deputy chief engineer, air vehicle integrated product team (IPT) lead, and airframe IPT lead.

Ramirez’ career has been focused exclusively on the development of UASs. After joining the engineering workforce at Teledyne Ryan Aeronautical in 1985, he began working in the Advanced Systems Group designing numerous unmanned aircraft concepts. He led the aircraft design team for the TRA Model 410, a medium altitude endurance UAS surveillance system in 1987. In 1989, he led the design team that developed a flying prototype for TRA’s Model 350 medium range UAS high subsonic reconnaissance system which culminated in a contract with the US Navy. In 1992, Ramirez led the aircraft payload installation design team for the Argus Firebee program to provide real-time video to a US Air Force mobile command and control center from a high subsonic reconnaissance UAS. In 1994, Ramirez formed part of the team that started the conceptual system design for DARPA’s Tier 2 Plus HALE UAS program. The successful program capture led to the development of the RQ-4 system.
Ramirez holds a bachelor’s degree in aerospace engineering from San Diego State University. He is a graduate of the executive program for scientists and engineers from the University of California in San Diego, and of the Northrop Grumman program management conference managed by Northrop Grumman.

Daniel Sachs

He also developed and executed corporate strategy, including creation of relationships with suppliers, technology providers, and large strategic corporate partners. Previously, he was an acquisition professional at Walton Street Capital, a global real estate private equity firm with over $15 billion in assets under management.

Rick has received many honors for his work including a Lifetime Achievement Award for Small Business Innovation Advocacy from the National Small Business Association (NSBA) and the Small Business Technology Council (SBTC), and a National SBIR Tibbetts Award.



Belinda Snyder

Belinda Padilla, a CVF Director since 2005, is is currently the Program Manager of the Development Office within the Technology Transfer (TT) Division at Los Alamos National Laboratory (LANL). Belinda’s group is responsible for identifying, nurturing and marketing opportunities for commercialization through education, training, networking and mentoring programs. In addition, Belinda’s group has a specific responsibility to support Laboratory entrepreneurs and encourage new business development in Northern New Mexico. Belinda has been at the Laboratory for twelve years, working with a broad range of LANL staff and within a wide variety of LANL programs to facilitate technology commercialization, most recently focusing on nurturing start-up companies based on LANL technology or expertise. Since 1997, Belinda and her team have supported over 300 clients and worked with over 80 new start-up companies in Northern Mexico. Belinda’s most well-known accomplishment is the establishment of an MBA internship program at LANL for mid-term MBAs interested in technology commercialization and entrepreneurship. Candidates are selected from both in-state universities and top-ten business schools such as Stanford and Harvard University and Babson College. Ms Padilla earned both a BBA Marketing and Executive MBA from the University of New Mexico. Belinda has been recognized by the Santa Fe New Mexican and the NM Business Weekly as one of NM’s top technology leaders, and received Distinguished Performance Awards from LANL’s Director in 1996 and 1998.

Brian Suh is the Director of the Technology Transfer Office at the U.S. Navy’s Space and Naval Warfare (SPAWAR) Systems Center Pacific (SSC Pacific). Brian is responsible for identifying potential R&D collaboration and commercialization opportunities to enable strategic partnerships between government, industry, and academia. Brian manages SSC Pacific’s CRADA and IP licensing programs, as well as the marketing and commercialization efforts for current and new technologies developed at the laboratory. Brian also serves as the Far West Regional Coordinator for the Federal Laboratory Consortium (FLC), representing approximately 40 federal laboratories in the eight western states. He was recognized as the FLC 2013 National Laboratory Representative of the Year and the Far West Region’s 2011 Laboratory Representative of the Year.

Brian has been employed at SSC Pacific since 2002 and prior to joining the Technology Transfer Office in 2009, he was the Program Manager for the Commercial Satellite Communications (SATCOM) In-Service Engineering Agent (ISEA). He has also held positions supporting the Extremely High Frequency SATCOM Branch and PEO C4I Communications Program Office (PMW-170).

Brian holds a Bachelor of Science degree in Electrical Engineering from Michigan State University and received his Master of Business Administration degree from the Rady School of Management at University of California San Diego.



Patrick Sullivan

Dr. Patrick K. Sullivan founded Oceanit in 1985, a self-funded research and development technology incubator that today employs over 160 scientists, engineers and professionals, providing innovative solutions in the fields of aerospace, engineering, information technology and life sciences. Dr. Sullivan also founded Hoana Medical, Inc., a medical company focusing on the general care (med/surg) floor of the acute care hospital with a technology resembling something out of StarTrek – tracking patient vital signs without any connection or wires to the patient that alerts nurses when a patient is in trouble. Hoana’s first product offering the LifeBed™ Vigilance System is FDA approved and has already been used by over 100,000 patients in various hospitals throughout the US.
Dr. Sullivan brings over 35 years of entrepreneurial, business, and scientific experience to Oceanit’s “idea factory” business model that has developed extensive technical infrastructure, such as Hawaii’s first and only optical design and fabrication center as well as nanotechnology focused on nano-composites and sensors. Dr. Sullivan's 28 years of CEO experience and his broad background in scientific innovations, team building and business experience has enabled Oceanit to spin-out Hoana Medical, Inc., Oceanit’s first private equity financed spin-out that raised nearly $45M in private equity, as well as $12M in federal funding. In 2006 Hoana brought to market its first FDA approved product that is focused on delivering Intelligent Medical Vigilance to acute care hospitals – already saving lives throughout the US.

Dr. Sullivan has extensive experience on boards and commissions, including former board seats with the Ocean Research Advisory Panel (appointed by the Secretary of the Navy), Parker Ranch and the High Technology Development Corporation. Current directorships include Rehabilitation Hospital of the Pacific, Hoana Medical, Inc., and IBiS Networks. He is also a member of the Military Affairs Council of the Chamber of Commerce. Dr. Sullivan has successfully developed nationally focused research programs, such as the National Defense Center of Excellence for Research in Ocean Sciences (CEROS), and the National Electric Vehicle Demonstration program, both collaborations with DARPA. Dr. Sullivan also served as the honorary consul to the Republic of Indonesia in Hawaii from 2001-2013.
Dr. Sullivan received his PhD in Engineering from the University of Hawaii and his BS in Engineering from the University of Colorado, Boulder.

Richard Twogood

Dr. Richard Twogood has a broad range of technical and senior management experience, including over 30 years in the U.S. national laboratory system. While at Lawrence Livermore National Laboratory (LLNL, 1972-2005), he managed large organizations and programs in national security research and development, laser applications, and Department of Defense programs. From 1996 to 2000, Dr. Twogood was Deputy Associate Director for Electronics Engineering, with management responsibility for that 750-person department at LLNL. He also served as Deputy Associate Director for New Initiatives, where he had overall responsibility for program development and commercialization activities for the Engineering Directorate at LLNL. From 1988 to 1996 he was Program Leader of the Imaging and Detection Program in the Lasers Directorate, where he was responsible for projects including non-acoustic anti-submarine warfare, laser guide stars, micropower impulse radar, and strategic defense. He has testified twice before the U.S. Congress on matters of national security.

Since 2005, Dr. Twogood has been active in consulting, management and venture activities for both well-established and early stage companies and has held several corporate officer and board seats for technology start-up companies. In addition to his understanding of the U.S. national labs, he has broad experience in the national defense, scientific R&D, technology transfer and venture investment communities. Dr. Twogood has a Ph.D. in electronics engineering from the University of California at Davis and has over 30 publications, primarily in the field of digital signal and image processing. He was founding CEO (2007-2008), and remains Chairman of the Board, of Livermore Instruments Inc. He is currently CEO of Dirac Solutions Inc., a company he founded in 2010 to provide solutions in novel wideband communications and secure RFID tagging technologies for government and commercial sponsors.

Gabe A. Watson is vice president, GeoInt, Sensing & Science, for Space Systems at Northrop Grumman Aerospace Systems (AS), a premier provider of manned and unmanned aircraft, space systems and advanced technologies critical to our nation’s security.In this role, Watson leads the Geospatial Intelligence, Sensing & Science organization, which is responsible for the development of advanced, innovative and affordable space sensor systems to meet the critical needs of our nation in the intelligence, defense weather, earth sensing and space science business arenas.

Most recently, Watson served as vice president, Engineering and Global Product Development, for Space Systems at AS, where he was responsible for engineering and manufacturing of space hardware and software products.

Prior to that role, Watson served as vice president for Missile Defense and Warning Programs for AS’ Civil & Military Systems business area. In this capacity, he was responsible for the Space Tracking and Surveillance System and Defense Support Programs. Previously, Watson was vice president and program manager of Space Tracking and Surveillance System (STSS), the nation’s low earth orbiting satellite system with infrared and visible sensors on board to track ballistic missiles from launch through midcourse and atmospheric re-entry. Earlier, Watson was vice president and program manager for the Advanced EHF program, where he led the successful delivery and space vehicle integration of the first flight payload. Watson also served as the program manager for the SBIRS-High GEO payload at Northrop Grumman Electronic Systems. He led the development and flight production of the first two flight infrared sensor payloads. He also served as deputy program manager of the AEHF program and as program director for the Thuraya Program at Boeing Satellite Systems, where he led the system deployment from first space vehicle launch through commercial services initiation.

Watson joined Northrop Grumman (formerly TRW) in 1981 as a systems engineer member of the technical staff. He held many technical and management positions associated with development and production of communication satellite systems. He also led the Advanced Systems Engineering Department, within the Systems Engineering Laboratory and the Milstar Medium Data Rate Payload antenna project, including the development and production of the EHF adaptive nulling antenna.
Watson earned a bachelor’s degree with high honors and master’s degree in electrical engineering from New Mexico State University.


James Zortman

James M. (“Jim”) Zortman is sector vice president, Global Logistics and Operational Support, for Northrop Grumman Aerospace Systems (AS), a premier provider of manned and unmanned aircraft, space systems and advanced technologies critical to our nation’s security.

Zortman joined Northrop Grumman in January 2008 following a career in the U.S. Navy, where he attained the rank of vice admiral. In this role, he led a combined team of more than 180,000 military, government, civilian and contractor personnel responsible for operations, readiness and full life cycle management of 3,800 aircraft and 12 aircraft carriers.

His other assignments include commander, Naval Air Forces, Pacific Fleet; commander, Naval Air Force Atlantic Fleet; commander, Task Force Fifty; commander, John C. Stennis Battle Group; director, Operations and Politico-Military Affairs; and executive officer to the vice chairman of the Joint Chiefs of Staff. He earned the Distinguished Service Medal, Defense Superior Service Medal, the Legion of Merit (four), the Bronze Star and the Air Medal.

Zortman presently serves on the board of trustees of the National Museum of Naval Aviation and the board of United Through Reading. He also serves on the executive committee of the San Diego Regional Economic Development Corporation.

Zortman earned a bachelor’s degree in economics from the U.S. Naval Academy in Annapolis, Md., and completed a fellowship with the Chief of Naval Operations Strategic Studies Group at the Naval War College. In addition, he completed courses in executive business and strategic planning at the U.S. Naval Postgraduate School in Monterey, Calif., and the University of North Carolina Business School at Chapel Hill.
